Community concerns rate top priority in port-rail solution

In a global economy, where the distance from producer to consumer is often thousands of miles, a significant amount of cargo passes through our nation’s ports, and that need will grow larger in the coming years. CSX agrees with state and local leaders that enhanced rail infrastructure is absolutely critical to Charleston’s future and would result in a stronger port, a healthier economy and reduced truck traffic on area roads. By 2035, freight rail volume across the United States is expected to increase by 92 percent, and with the widening of the Panama Canal scheduled to be completed in 2015 the Port of Charleston will see a significant increase in container volumes from Asia.
As CSX continues to work with community leaders to develop a plan for better railroad access to the port, we’re committed to making sure that the choices made today benefit the community and port customers for years to come. Throughout this process, we have focused on ensuring that any new rail operations meet environmental and community requirements, do not undermine carefully negotiated agreements between the S.C. State Ports Authority and the City of North Charleston, and support a successful conclusion to the federal permitting process for the new port container terminal that is well underway.
Some are second-guessing this approach. Instead, they want to force rail access to the new terminal from the north end of the Navy Base, despite a binding agreement the Port Authority signed with the City of North Charleston committing not to do so. That would place new intermodal rail facilities in North Charleston’s redevelopment zone, prompting prolonged lawsuits and delays to any solution. Recently, some have even suggested the state should force CSX to open its privately owned railroad tracks to trains run by its principal competitor. Fortunately, there’s a better and fairer way to ensure the port’s competitiveness.
CSX is supporting the creation of a new container transfer facility at the MacAlloy site adjacent to our existing rail operations and near the proposed port terminal at the former Navy Base. This facility would enable the transfer of containers directly from incoming ships to railcars, avoiding the need to move them on local roadways. Several port authorities along the East Coast have invested substantial amounts in such facilities in recent years to make their operations more efficient and limit traffic impacts on local communities.
This proposal would make use of a former Superfund site and a waste facility, both zoned for heavy industrial development, rather than trying to use land in North Charleston that is currently being redeveloped for hotel, retail, residential and cultural purposes. We would also take advantage of an existing rail corridor, providing safer, more efficient rail operations and fewer at-grade crossings while reducing the time travelers on area roads are delayed by passing trains.
Finally, by investing in a second container transfer facility at Shipyard Creek’s Promenade site south of the proposed port terminal, state and local officials can provide additional rail access without the delays and costs associated with reopening the federal permitting process already underway, and without jeopardizing the agreement between the Port Authority and the City of North Charleston.
There is precedent for this approach. The Georgia Port Authority recently completed a second container transfer facility to enhance rail service for the Port of Savannah’s Garden City Terminal. CSX believes the same approach will work in Charleston, providing a fair and effective foundation for enhanced port traffic, job growth, and economic prosperity for the region.
We look forward to working with state and local officials to advance a sound plan that ensures the long-term success and productivity of the Port of Charleston.

Army Wives Filming in Park Circle!

June 24th, 2009I began my tour of Park Circle on Buist Avenue at Quarterman’s Park - the duck pond! It was a hot, sunny day and the park was in tip top shape after a visit from local volunteers with the group “Keep North Charleston Beautiful”.
The live oak trees and sweeping spanish moss make this park a picturesque location of a picnic, stroll or just a visit to the ducks.
Here the ducks take a well deserved break in the shade.
Further down Buist, on the way to the Noisette Creek, you will find Pump House Park, one of the several triangle play parks throughout the neighborhood.
At Buist and Oakwood you will find a group of new, pre fabricated homes in a cluster near the marsh views of the Noisette Creek. Hope’s Point Circle ranges from $325,000-$425,000 and are a beautiful addition to the neighborhood.
Next, I headed down O’Hear Avenue pass the fishing pier at Noisette Creek. Several friends and neighbors were spending the day crabbing & fishing, hoping for a great catch and a well earned dinner.
Further down O’Hear you will find Hunley Waters, a group of new, green built homes. These homes are listed between $299,000-$424,000. They have achieved an Earth Craft Certification by abiding by certain building practices set forth by Energy Star certification criteria. Waste management at the site and indoor air quality are just a few key points of this certification.
O’Hear meets back up with Buist and swings around to Virginia Avenue. That takes you to the entrance of the Old Naval Base. Most of the exciting revitalization efforts in Park Circle have stemmed from this huge project headed by the Noisette Foundation. Several green businesses have moved into the empty buildings formally occupied by the Naval Base and we have been excited to welcome Coast Brewery - a local, organic, high gravity brewery, Fisher Recycling and The Verdi Group - a local green builder.

A great way to beat the summer heat!
The Naval Memorial is an impressive display of respect and gratitude to our fallen officers. History and art merge with a beautiful water feature, military flags and a view of the Cooper River.
The walking path at the Riverfront Park is lined with an awesome display of sculpture. Local artists are chosen to display work inspired by life, industry and the environment. Think you’ve already seen it? Come again! The art rotates on a regular basis.

Throughout the rest of the Old Naval Base you will find winding tree lined streets with the remains of the massive Officer’s Quarters. Noisette has plans to renovate these gorgeous structures. In the mean time, Lifetime Network’s show Army Wives has been filming on location. You can see the appeal of this area and it’s rich history.
Back up Virginia Avenue you will meet East Montague Avenue and the Old Village Business District: Duke’s Garden Center, SoCa Spa & Salon, Madra Rua Irish Pub, Aunt Bea’s, Art Studios, Banks, Evo Pizza, AgentOwned Realty, The Old Village Meeting Place, Stained Glass Studios, Park Circle Moving Picture House and Half Moon Outfittes line this street.
On the other side of the neighborhood you will find Oak Terrace Preserve, a 55 acre site committed to blending the neighborhood with the natural environment. 9 builder have been chosen to develop this area while preserving century oak trees and building to top green Earth Craft Standards. Homes range from $175,000-$350,000.
I headed back home to M I X S O N - a LEED certified development off Durant Avenue where you can see a fine display of available homes. I’On’s developer, Vince Graham, has actualized his vision here with a strong influence from Tradd Street downtown and parts of Italy. The homes range from $143,000-$349,000. Achiveing the LEED Certification from the US Green Build Council included a rigorus test of the site plan, building envelope, quality materials and energy efficient performance. Living here has been a great experience in lowering my carbon footprint.

Park Circle gets national honors from Men’s Journal

The June edition of Men’s Journal magazine names the historic Park Circle neighborhood in North Charleston as one of the nation’s “Coolest Neighborhoods.”
This honor follows Cottage Living’s “Top Ten” for the Noisette Community in 2008, along with Green Builder Magazine’s naming of Oak Terrace Preserve as one of the nation’s leading green neighborhoods last December.
The article states, “Left-leaning Park Circle . . . has long flown under the radar in the state, and while development tends to change a place, its recent housing boom has left its liberalism intact. Sure, there are lots of new residents, but they seem to have the same unique, character-driven, fun-loving attitudes as the pioneers.”
